Three organizational groups will be installed to guarantee a qualitative, effective and smooth launch of the D-MADE competition.

A Steering Committee (SC), consisting of high-level representatives of various diaspora communities, bilateral donors, the private sector, NGOs, academics, and the World Bank. It will lay out the broad principles and goals of the Development Marketplace and establish the selection criteria for the competition. The Committee members will also promote D-MADE in their respective constituencies, thereby using the leverage and relative recognition they have within those communities.

A Project Management Committee (PMC), mainly consisting of World Bank staff designated to organizational and logistical tasks around D-MADE.  The various departments of the World Bank that will be involved in managing and implementing this process are: the World Bank Institute (WBI), the World Bank European offices, Africa Region, Development Marketplace experts, and an external consultant.

A Group of Assessors and a Group of Jurors will be selected by the SC and the PMC. 

The Group of Assessors will evaluate all the proposals received with the objective of selecting about 70 finalists.  It is projected that, depending on the number of proposals received, this may require about two rounds of evaluations by the assessors.  All the finalists will then be required to develop a 20-page business plan. The business plans will serve as the basis for selecting the winners, a task to be carried out by a jury. Assessors will work on a voluntary basis and will be selected from donor agencies, the World Bank, diaspora organizations, civil society, NGOs, academia, and other representatives from the private sector.

The Group of Jurors will be required to review each of the finalists’ business plan and, based on their evaluation of the business plans and direct interviews with the finalists, they will select the D-MADE winners.
